II.The Public Ballot of Property Substantial Examination of Public Servants in 106 Academic Year

Ministry of National Defense today held a public press conference for the ballot of property substantial examination of public servants in 2017 academic year. 421 applicants were obliged to accept the substantial examination and 9 people who were picked up from them were required to compare the information of the application to show the complete administrative transparency in the procedure of public ballot.

By following the “Regulations Governing Examination and Borrowing of Materials of Property-Declaration by Public Servants,” Ministry organized the public ballot held by General Pu, Tze-chun, Deputy Minister, Ministry of National Defense, to pick up 421 people, with Lieutenant General Hu, Kai-hung, Inspector General, Mr. Hsu, Zhi-yun, Director, Ethics Office, Major General Chuang, Hui-an, Director, Military Discipline Inspection Division, Office of the Inspector General, and reporters together, from 2,994 applicants in the Army to operate the substantial examination.

General Pu, Tze-chun, Deputy Ministry gave a welcome speech and claimed, “In order to achieve the aim of “integrity without corruption,” the public ballot by computer every year is used to randomly select the people for substantial examination, and this innovative method has not been implemented in other authorities but here.”

Deputy Minister Pu also pointed out, after the act of Property-Declaration by Public Servants had been announced in 1993, all applicants were able to finish the application before the deadline and there was no case showing the intention to not apply for it until now. Except some people who chose to apply with the written application form, the rate of online application nearly reached 100% to show the excellent executive power of the Army to get the results. This result had also been affirmed and approved in the society. Furthermore, Ministry of National Defense strived to promote the integrity and anti-corruption in the Army, and was awarded the score of “low corruption” twice in the “Government Defense Anti-Corruption Index,” which was also received by few countries like the US and Sweden, to prove the outstanding performance of the Army with the effort to follow the law and regulation, and also keep integrity.

Finally, Deputy Minister Pu emphasized that it needed time to accumulate the concept of integrity and let it be accepted in the mind of every military officer as the principle of their military career. To declare the property is the foundation of integrity; therefore, the Army should follow the law and regulation, and let the positive image of anti-corruption be rooted in the mind of everyone.
